North West, which has one of the worst service delivery records in the country, is on the verge of giving back R17 billion of a total combined budget of R57.4 billion to National Treasury because its departments have been unable to spend the money.

The situation in North West mirrors that of most provinces and national departments, where money is repeatedly returned to Treasury, with few or no consequences for those who fail to spend the budgets allocated to them.
