At the time, Sheila Goldinah Mazibuko worked as a director of intergovernmental relations in Magashule’s office. City Press has seen a report titled; Approval for scholarships for four students to study at BAU International University in Washington DC in the US and special leave for three Free State provincial government officials. It was “submitted” by Mazibuko on December 10, 2017.
