The department of education should be liable for the actions of the Eastern Cape school principal who bribed an 11-year-old pupil to retrieve his cellphone from a pit latrine, says education advocacy group Equal Education.

Lubeko Mgandela (49), headmaster of Luthuthu Junior Secondary School in Ugie, appeared in the Tsolo Magistrates’ Court on Wednesday on charges of child abuse.
