System glitches, unqualified agents and difficult digital forms are some of bottlenecks that have derailed temporary employer-employee relief scheme (Ters) payouts.

Ters forms part of the government’s Covid-19 relief efforts and is managed by the Unemployment Insurance Fund (UIF).
