Human Settlements, Water and Sanitation Minister Lindiwe Sisulu has been accused of imposing an executive with a chequered history as head of the Housing Development Agency (HDA).

Now employees at the agency are up in arms over the appointment of Nkululeko Poya, the former Railway Safety Regulator CEO, as acting head of the agency.
