As part of the rebuilding process after this week’s violent looting and rampant destruction, ministers, government officials and high-ranking police officials privy to the strategy told City Press that at the core of restoring stability to the country was the process of collecting intelligence from individuals identified as instigators and fortifying places believed to be their next targets.

A concerted effort was also being made to improve intelligence-sharing to avoid being caught off guard again.
