On the first day of the Zondo commission of inquiry hearings in August 2018, evidence leader Advocate Paul Pretorius fashioned a working definition of “state capture”.

Pretorius defined it as “concern[ing] a network of relationships, both inside and outside government, whose objective would be to ensure the repurposing of government departments, officials and state-owned enterprises [SOEs], all for private and illicit gain”.
