Cosatu intends "targeting" businesses and government institutions that use labour brokers, the federation's KwaZulu-Natal branch said on Thursday.
Provincial general secretary Zet Luzipho said on Friday Cosatu would seek to get statistics on companies and government institutions that use labour brokers.
"We are going to target them," he told reporters in Durban.
He said such businesses or institutions would face pickets and other forms of protest.
On March 7 the Congress of SA Trade Unions staged a one-day strike against electronic tolling in Gauteng and the use of labour brokers.
Luzipho said calls by the business community for greater regulation of labour brokers were contradictory, especially since businesses complained of too much regulation in the labour market.
