There are weekly doses of policy statements relating to the transport economy, but there's very little discourse about the mechanics of implementation, says Ofentse Mokwena.
Who will implement the plans? That's always a big question, for a transport economy wrapped up in weekly doses of policy statements. "Statements", "media releases", and "'x' says" - but very little discourse about the mechanics of implementation.
Why is this the case? For one, a well-documented issue is that transport planning takes place in silos: national, provincial and municipal level silos (among many others). President Cyril Ramaphosa rightly outlined that how where people live, where businesses are, and how people and goods travel, are intricately connected. Planning to solve transport problems is a multi-disciplinary effort, and as a result, interdepartmental effort.
