In the clearest indication yet that the Sapref may be sold rather than closed, the Central Energy Fund (CEF) sent a delegation to the largest oil refinery in southern Africa on Thursday.

The site visit by the officials, which included Central Energy Fund Group CEO Ishmael Poolo, comes three weeks ahead of the plant's intended closure. Last month Sapref's joint owners, Shell and BP, announced they are not prepared to keep the plant running and that production would cease at the end of March.
