For the already pandemic-hammered tourism industry, which was just starting to pick up again, the latest lockdown regulations can be seen as an example of the chicken or egg dilemma. 

"For an industry busy trying to recover, it means things will now take even longer to recover," says Tshifhiwa Tshivhengwa, CEO of the Tourism Business Council of SA (TBCSA), which represents the private sector.
