Transport Minister Fikile Mbalula said his wrangle with the City of Cape Town in April was not an attempt to micro-manage the city's passenger rail network, but merely a bid to ensure cooperation on the development of infrastructure across the spheres of government.

Mbalula was speaking at the launch of the Department of Transport's official launch of the draft White Paper on the National Rail Policy last week.

The launch of the White Paper comes after Mbalula bumped heads with Cape Town Metropolitan Municipality leadership over a statement it made on 28 April that it would initiate steps to take over the management of the Passenger Rail Agency of South Africa's (Prasa) passenger rail network in Cape Town - with the support of Finance Minister Enoch Godongwana.
