Finance Minister Tito Mboweni's budget may have targeted expenditure cuts in the public servants wage bill and even social grants as part of efforts to achieve fiscal consolidation, but an economist suggests that bolder steps should be taken - particularly when it comes to slashing expenditure at state-owned enterprises (SOEs) and even when it comes to the size of Cabinet.
