As the ANC national executive committee (NEC) gathers in its traditional lekgotla this week, what are the chances that it will finally reach a resolution on the future of state-owned enterprises (SOEs)?
Few issues have been kicked into touch by successive administrations as much as what to do about SOEs. Privatisation has always been and still is a hot-button topic in the ANC and often pitches up as a proxy battle among ANC factions.
The ANC conference, and the policy conference before it, were particularly adamant on the question. State-owned companies must be hived off into the respective line departments. But it is the ANC NEC that must finally decide on implementation, and when or whether to leave the conference resolution to go the way of many other difficult ones before it - left in abeyance until the next conference.
