While cynics are questioning the effectiveness of local representatives, it is easy for voters to forget that local government is an important ingredient of functional democracies and a crucial aspect of thriving economies throughout the world, says Eddie Rakabe

South Africa's heading for its fifth local government elections since the era of transitional local councils in the late 1990s and leaders of various political parties have come out of their usual five-year hibernation, flanked by old and new hopeful local councillors to mobilise mostly disillusioned voters to put them into power.
