By a capable state, Jabulani Sikhakhane hopes that President Cyril Ramaphosa is not referring to its size - what matters is how effective the state is in carrying its core functions, and the president will need skilled hands steering the ship.

When tabling the economic and recovery plan last week, President Cyril Ramaphosa said one of its objectives was to improve the capability of the state. This is one of the most critical tasks that face South Africa today because everything else on his recovery plan depends on having a capable state.
