The SABC needs a clearly defined purpose and then the institution must be remade to fit that purpose. And that purpose must be of a public service broadcaster. At present, the SABC does elements of public broadcasting, but it doesn't meet the criteria for a public service broadcaster. First, it is not governed and managed as one. Second, its funding model isn't that of a public broadcaster.
