SA has been presented with the final chapter of the Zondo report on state capture as well as the Auditor General's sobering assessment of municipalities. And the common denominator is that citizens are facing systemic failure with very little accountability, says Khaya Sithole. 

This week, South Africans were presented with two important reports that provide a sobering insight into the broken nature of the state. The report on the state of municipalities by the Auditor-General (AG) once again indicated that when it comes to delivering the most essential services to needy communities, the state has completely betrayed its constitutional promise.

Of the 257 municipalities, only a handful have been able to convince the AG that they have the right people in place to manage public resources. The AG’s reports cover the key issues of custody of financial resources, alongside the equally important issues relating to the actual delivery of services to citizens.
