On 20 January 2020, in one of his presidential notes, President Cyril Ramaphosa told the nation that the sixth administration would prioritise building a capable state. 

In this note, the president said: "If we are to better the lives of South Africans, especially the poor, we need to significantly improve the capacity of the government that is meant to improve their lives." 

The sentiment of the president is no doubt shared by many South Africans, who are of the view that the state is competent in conceptualising and producing well-crafted plans for growing the economy, but poor in implementing them.
