Plans are nothing but a wish list unless they are accompanied by a timeline which has clear indication of cost, says Thabi Leoka. 

President Cyril Ramaphosa delivered his fifth State of the Nation Address (SONA) looking weary, but he managed to deliver his speech with a lot more oomph than the weariness he bared suggested. He delivered the SONA to a fatigued population too, drained by empty promises from previous SONAs. So, did he deliver?
