We need to be very speceific on how you measure the length of the penis. The measurement is called the stretched penile length. Gently grip the tip of the penis and pull to gently stretch it. Then take a ruler and measure from the bone above (symphysis pubis) to the tip of the glans, excluding the foreskin.

If the penis is shorter than 6.4cm in an 11 year old and 13.3 cm in an adult, then you have a condition called micropenis. (There are no values for children between 11 and adulthood, so extrapolate).

If you have micropenis, consult an endocrinologist.
