Is it normal to have two different type of skin on a human body?
I mean for example the skin on your face is dry and the one on the rest of the body is normal. And you can actually see and even feel such differences. hence my question to know if it is normal and can such occurrence be helped somehow?

Thank you for your question. Your face skin actually has the highest concentration of sebaceous glands which excrete lubricants.
It is however exposed to the sun, irritant face washes (soaps), creams and make up which will affect the texture of your skin.
There is genetic influence as well.
Social habits like smoking and drinking, quantity of sleep
The first step would be to be conscious of what you are applying to your face and to cut out any nasty habits.
The next step would be to moisturise with an affective agent
