Cervical Rhizotomy
HI there.

I had a cervical rhizotomy procedure done as a result of extreme neck pain.

Ever since i had the procedure done, my tongue has had a tingly feeling and at times even numb. According to the neurologist who performed the procedure, this feeling in my tongue could not have been caused by the procedure. Also he says that it takes 30 days for the actual procedure to take effect.

Is this correct?

Your tongue's nerve supply is from the cranial nerves and the neck procedure won't have any effect on it. However, the lingual nerve on the side of the tongue may have been bruised during the anaesthetic procedure if they intubated you and will probably return to normal with time.
