Rash on 3 yr old for over 1 month!!!

PLEASE help us.
My son is almost 4, he has a rash on his tummy, on his arms and on his hands- it has moved towards his thighs about 2 weeks ago... you can feel it- rather coarse, never red except for the little rash on his jawline (infront of ears, just under ' side-burn' area). Some of this rash (on his upper arms) actually has a little whitish dot/ head. It only started to really itching when he is really hot. He have tried creams and Allergex- doctor said it must be a viral infection. What kind of viral infection is this.
Please help. Is this eczema???? He had the flue about 3 weeks ago.

Some viral infections and scarlet fever can cause a fine rash that feels coarse but this usually goes away in a week or so. Ask your doctor to have another look, he could try Celestamine or may need to refer your son to a dermatologist if this does not clear up.
