At the risk of oversimplifying things enormously, the best time to train is the time that suits you best, because that is the time that will ensure that you train more often! If you try to train at a time that you think is better, even though it is much more inconvenient, then you will skip out on training and in the long run, any slight positive effects will be lost.
Having said that, I don't believe there is a best time to train, from a purely physiological point of view. There is this argument that if you train in the morning you lift your body's metabolic rate and burn more energy throughout the day. True in theory, but over the course of 24 hours, I believe that most of the effect is lost, and besides, if you train in the afternoon, you lift the metabolic rate into the evening, where it may be falling with morning training. The other thing is that many people may tell you that if they train in the morning, they can barely function by 5pm, from fatigue. If that's the case, then train in the afternoon. So the key is to find the time that you can use most consistently and then develop a routine. If you are lucky enough to be able to choose, then go with whatever you believe you will enjoy, for whatever reason - social factors, maybe you have a group of friends that train in afternoons, in that case, join them.
