I presume that you are referring to chafing - this is exactly what it sounds like - it's caused by friction and rubbing of the skin, and it happens in men and women. The remedies are to wear different shorts - often people find that slightly longer shorts prevent this from happening. Tighter fitting shorts (ski pants) also work. I know many runners in races like 2 Oceans will actually rub vaseline on the legs to minimize this - a little messy perhaps, but it reduces the friction and chafing.
