That's quite a difficult one for school, I must say. The short answer is that some people have genes that allow them to build muscle, while others do not. The genes, as I'm sure you know, contain the DNA that codes for certain hormones and muscle types. And so the guys who DO build muscle are the ones who have genes that give them a lot of testosterone, growth hormone, and a muscle that we call "Fast Twitch" muscle. The guys who DO NOT build muscle have something called "Slow Twitch" muscle, and that's probably the level of detail that you will need to go into for your project.

Now as for what book can help, I'm not sure exactly. A basic physiology textbook will have this information in it, but if you do a Google search for "fast twitch and slow twitch muscle types physiology and characteristics" you come up with all sorts of sites. Some are very technical, but there are some decent ones as well. reasonable ones include:

Ordinarily, I would hate using these sites, because they contain so much wrong information. But in this case, they will do. However, i do suggest getting hold of a textbook of physiology if you can as well, they will be most valid.
