Just be firm - the message is that while its OK to wake at night, its not OK to wake anyone else. If there is something frightening them, they must come to you. Its OK to wake and play quietly in bed. But they have their own beds, and you have your bed, and one isn't for the other - except perhaps for a snuggle on a weekend morning.

When one of them arrives, take them gently by the hand and back to bed. If it happens a second time, your husband should then do it, so that the message is loud and clear - parents are standing together on this one.

Don't shout and make a scene - they are not being naughty, just manipulative! All you want to do is change the behaviour, not punish them.

The morning after a night in which they did NOT come to you, make a huge fuss of them, and praise to the skies - we all respond much better to the praise than to punishment.
