Dieting cannot guarantee weight loss in specific parts of the body (in fact people who lose weight often lose fat first in areas where it is least required such as the face). For specific targeted changes in shape you will have to use exercise. I can only suggest that you join a good gym and have the instructor work out a programme that firms and slims your upper body and grows muscles in the lower body.
