Wierd skin Problems

I have this skin problem at the back of my legs and thighs, Also on my tricep and lower abs. Not cellulite but like goose bumps that do not go away. I ask some family members what this is: some say it is closed sweat pores other ingrow hairs. But how do I get rid of it?
