Yes you can, there may be sperm in the pre-ejaculation fluid, although it is less likely than with penetration. There are no pills that improve the chances of falling pregnant unless you are not ovulating, then you may need pills to stimulate the ovaria to release an egg. These pills must be given by a specialist as they have unpleasant side effects
