pins & needles in left ring finger & pinkie
Every now & then I get pins & needles and numbness in my left ring finger & pinkie & that side of the hand. I have a protruding vein on the inside of my left arm just under the hand and sometimes it is so protruding that it pains. I can actually see when it collapses. Do you think the two have something in common?

Yes it could have - you may have pressure due to swollen tissue on the vein and nerve in your elbow. An Orthopod will be able to see with a MRI whether you need to have it decompressed.
