CS is here and has been exceptionally busy today, with a large number of messages to get through !
To some extent I think this rumour is a sort of Urban Legend, that everyone hears about from someone else, but not from their own specific experience.
That said, I suspect there might be some doctors, and some nurses, especially in government / state hospitals and clinics, who may re-use syringes and needles so as to save money. If I ever caught one doing such a thing, I'd have them sacked immediately, and reported to the Health Professions Council for disciplining.
As Shaun wisely says, to reassure yourself, make sure any doctor or nurse giving you an injection ( or taking a blood sample ) uses a fresh new syringe and needle, taken from a fresh package, opened in front of you ( they're specially designed to be disposable, and to be thrownj away after a single use, so as to protect everyone.
