I hav a similar neighbour, with 2 dogs, who yap at even falling leaves. I pointed out to him that, as they bark at everything indiscriminately, they are useless for security. Now, my neighbour on the OTHER side, desperate because his son is studying for university exams with the noisy dogs, asked me for neighbour 1's phone number, and I'm longing to find out what magic words he said, but for 3 weeks now, we've had no more trouble from those dogs, even though they're still around. Sorry I can't tell you the secret, as I haven't been able to find out yet !
My understanding though, is that the City COuncil DOES have legal powers to take action about such noisy nuisances ; whether they bother to do so, is another matter entirely.
You could try, when the dogs bark through the night, to calling your neighbour randomly, at different times from 2 to 4 am, to inform him politely that his dogs are barking such a lot, that you're worried that maybe he has burglars or something --- and does he need any help ? A variation on $iren's mom's technique. Jemma's version of behaviour Therapy is a good idea, too. what a creative bunch we have here !
Anything but the crackers.
