This is a bad habit that will lead to obstruction of the intestine and surgery if you are not careful and hide all clothing that the dog can get hold of. Some dogs just make a very bad habit of this, and I had one patient which had to have six surgeries through its lifetime to remove underwear! The last time, it was just too much and there was no intestine left, which resulted in its death.
