An important aspect to clarify is whether or not you have experienced orgasm before him or on your own. If you have never experienced this, then it may be that you need to learn more about your sexual response and consider factors that might hinder your relaxation and ability to enjoy stimulation. If you have previously experienced this, then you might need to consider what has changed. Are you taking any medication that could prevent orgasm? Do you give him feedback about what you like and when he should change/alter the stimulation? (he can't know this without feedback). Are there other factors that inhibit your arousal (experience of pain, insufficient stimulation, lack of privacy, etc etc).

As you can see, there are a number of factors to consider - it's not straight forward.

You can either answer some of the questions and repost (a new post, not replying to this one as the expert on duty won't see it), or have this assessed by a sexual health professional.
