For many years, the Nelson Mandela Bay metropolitan municipality in the Eastern Cape has been one of the worst run government entities in South Africa.
Instability, rampant corruption, blatant cronyism and poor service delivery have been the hallmark of the municipality, that oversees the affairs of Port Elizabeth, renamed Gqeberha last week.
