Former public service commission (PSC) director-general Dovhani Mamphiswana may have unlawfully hired the mother of his child as a director at the entity, but all other appointments he made are valid and can't be scrutinised. 

Public Service and Administration Minister Senzo Mchunu says Mamphiswana's appointments can only be declared invalid by a court.
