The case was opened after the body of a man was found in a clump of bushes by a passer-by, said police spokesperson Brigadier Mohale Ramatseba.
The body was discovered in Westend at around 13:00 on Friday.
The man had suffered burn wounds to his body, said Ramatseba.
"Preliminary investigations reveal that the deceased was found tied with wires on his hands and was also burnt on his body and private parts," said Ramatseba.
