As it happened: ANC walks out of NMB's first council meeting as Trollip becomes mayor

All rise for the National Anthem.

The EFF councillors as well as EFF members in the public gallery stop singing the anthem and sit when it reaches Die Stem.

He ends his speech with a note of thanks to family, friends and colleagues who have supported him in the build-up to the election.

"I will not let you down as mayor of Nelson Mandela Bay, so help me God."

Trollip says safety and security are of vital importance and will address the issues plaguing the recently formed metro police.

He intends to focus on the creation of anti-gang and anti-drug task force

Trollip says they will focus on rooting out corruption.

"Anyone who needs to wear a bulletproof vest to come to work, must go seek work elsewhere," he says

Trollip says it is time for city's bucket system to go and undertakes to eradicate it by the end of 2017.

Tourism will be a main focus of the new administration. 

Trollip says they will be working with DA-led Kouga government as well as with Western Cape and Cape Town.

He says they will look into any councillor found to have been appointed irregularly and all outstanding audit reports will be tabled and acted upon.

"We will have no problem conducting further audits where deemed necessary."

We will establish an efficient and responsive municipality, Trollip says.

"The days of costly duplicated mayoral structures are over."

Trollip says he has promised to do three things: Stop corruption, create jobs, deliver better services.

"Where we govern, we govern well," he says. 

And this has been recognised by national and international agencies, and by voters, he adds.

He says they want to emulate the work done by the DA in Cape Town. "Much has to be done to achieve that."

We should set a new standard for service delivery for the people of this city, Trollip says.

Trollip welcomes everybody.

"The people of Nelson Mandela Bay voted for change," he says. 

Speaker Lewack needed an indication from the floor to authorise mayor to appoint members to the mayoral committee.

The DA's Anette Lovemore moves for Mayor to appoint 10 full-time councillors to serve as mayoral committee  members.

The move is seconded.

Nominations for deputy mayor are now called for.

Speaker confirms receipt of nomination moved by Athol Trollip.

The UDM's Mongameli Bobani is nominated as deputy mayor.

No other nominations received, so Bobani is confirmed.

Lewack says he brings to the ANC's attention that proceedings got underway at 10:00.

So if proceedings had started special arrangements needed to be made to allow latecomers in.

Lewack says Jordaan was never prohibited to enter.

While Jordaan was seen outside, he did not enter the council with the rest of the ANC members.

Speaker tries to restore order. 

Half of the ANC members have already left. 

Athol Trollip is confirmed as Executive Mayor.

He is called up to take his seat to loud cheers.

Speaker confirms 67 votes were made to elect a mayor.

Confirms Athol Trollip was nominated for the position, and the nominee accepted.

Speaker asks for other nominations.

Chaos erupts again.

Out of 120, 67 voted for the election of an executive mayor. 

Another point of order raised on a procedural point. ANC councillor Lungisa Andile says it was not 67. 

He is asked to take his seat.

He refuses and keeps talking.

DA councillor Retief Odendaal puts forward the motion to vote for a mayor.

ANC councillor Maki Feni stands up again to raise a point of order.

Lewack refuses to acknowledge him.

Lewack moves to point 7... the election of an executive mayor. 

Takes nominations from the floor.

Speaker Lewack says it is important for councillors to abide by the rules of order and for councillors to mutually respect each other, Derrick Spies reports.

He says service delivery should be uppermost on everybody's mind

Lewack thanks the house for appointing him as Speaker and gets on with business.

Council members have settled down.

Lewack welcomes everyone to the meeting. 

Asks for a moment of silence for ANC councillor who was killed a few days before the election and former councillor who had died.
