Police Minister Bheki Cele says the emphasis on perpetrators' rights versus those of their victims must be looked at again.
This comes after the South African Human Rights Commission (SAHRC) presented a damning report to the Portfolio Committee on Police on Wednesday on the treatment of people by the police in terms of the Optional Protocol to the Convention against Torture.
Cele recalled his visits to the families of slain police officers. He said the brother of a murdered police officer told him he was a taxpayer and his money would feed and house the man who had killed his brother.
