The government ought to be supporting and guiding schools that cater for learners with disabilities during the Covid-19 pandemic, writes Nicole Breen. 

International law and the South African Constitution enjoin the state to design legislation and policy in an inclusive manner, so that they provide for and protect the rights of persons with disabilities.
