On Wednesday, the High Court found that Public Protector Busisiwe Mkhwebane had no hope of convincing another court that her report on Ivan Pillay should stand. It also refused Pravin Gordhan leave to appeal the ruling on two points. Karyn Maughan examines why the ruling is not a victory for Mkhwebane.
