For too long, South Africa's democratic politics has been dominated by elite parties who assumed they would be returned to their cushy benches, either as council majority or opposition, writes Adriaan Basson

The most refreshing aspect of this year's municipal election campaigns is the fact that not one single party, the ANC included, can be sure of decisive victory in any of the metropolitan municipalities.
