Questions have been raised about whether Parliament is failing in its oversight duty - similarly to state capture - after it declined to establish an oversight committee to investigate President Cyril Ramaphosa's Phala Phala farm burglary.  

Earlier this year, former SSA director-general Arthur Fraser opened a criminal case against Ramaphosa, alleging that Presidential Protection Unit head Major-General Wally Rhoode and Ramaphosa were embroiled in a cover-up of the burglary at the president's farm in 2020. 

Fraser, who himself is heavily implicated in corrupt activities at SSA, alleged that Rhoode had unlawfully constituted a team of investigators, including former and then active police officials, who then allegedly interrogated and kidnapped suspects at the farm and in Cape Town.
