Speculation is rife about whether South Africa will arrest Russian President Vladimir Putin if he participate in the BRICS summit this year. South Africa is legally speaking, duty-bound by the Rome Statute to arrest Putin. However, as history shows, SA has disregarded the statute before, writes Mpumelelo Mkhabela.

South Africa's transition from apartheid-era gross human rights violations to a human rights-based constitutional democracy still raises high expectations about the country's foreign policy.
