Precarious public finances have led to a decrease in funding for crime-fighting bodies but, as Antony Altbeker writes, it is unclear if this will lead to less productivity or whether Treasury will say performance must improve before more budgets are increased again.

South Africa’s public finances are in a parlous state: in 2009, in the wake of the global financial crisis, a very large gap between government’s spending and its tax revenues opened up. This gap has yet to be closed, despite sporadic efforts to raise taxes (including increasing the VAT rate) and to cap spending. 

The latest, and most aggressive approach to closing what Finance Minister Tito Mboweni calls the hippopotamus’s mouth, was announced in this year’s budget – the effective freezing of public sector compensation spending for the next three years.
