The state of "service delivery" in municipalities across the country is facing its worst crisis since the ANC decisively won the watershed 1994 elections, writes Ebrahim Harvey. 

Nothing depicts the accumulated frustration of unfulfilled basic needs of largely poor black working-class communities and what underlies and fuels them in purportedly "post-apartheid" South Africa more than the angry and often violent "service delivery" protests, which have become a common sight on our TV screens.
