President Cyril Ramaphosa's much-vaunted skills as negotiator might well meet its ultimate test in the resolution of the impasse on the amendment of Section 25 of the Constitution, writes parliamentary reporter Jan Gerber.

If you have followed the process to amend Section 25 of the Constitution from its very start, it hardly comes as a surprise that there is now – when the process should be in its final stretch – an impasse between the EFF and ANC.

The most significant bone of contention is the EFF's proposal that the state should be the custodian of all the land. The ANC doesn't support this, and after bilateral meetings, it has come up with a proposal that includes state custodianship as part of a mixed ownership model. This didn't go far enough for the EFF.
