Legend has it that somebody stood up at the twentieth congress of the Communist Party of the Soviet Union while Nikita Khrushchev, then Secretary-General, was listing the torture systems and the murders that had gone on under Joseph Stalin's reign as the leader of the Soviet Union, and shouted: "Well, if he was so bad, why didn't you get rid of him?"
